India, a union of states, is a sovereign, secular, democratic republic with a parliamentary form of government. The President is the constitutional head of the Union’s executive branch. In each state, the Governor serves as the President’s representative and is in charge of the executive branch. The state-level governance system is very similar to that of the Union. The country has 28 states and 8 Union territories. The President administers Union Territories through an Administrator that he or she has designated.
